Planning Board PUblic Hearing - PB 1-11 Hanover Estates

PUBLIC HEARING NOTICE

            PLEASE TAKE NOTICE, that the PLANNING BOARD of the TOWN OF CORTLANDT will conduct a Public Hearing on the application and Final Environmental Impact Statement (FEIS) submitted by Croton Realty & Development Inc. for Preliminary Plat Approval for a 26 lot major subdivision (25 building lots and 1 conservation parcel) pursuant to Sections 276 and 277 of the New York State Town Law and pursuant to Chapter 265 (Subdivision of Land) of the Town of Cortlandt Code and for Permits pursuant to Chapter 179 (Freshwater Wetlands), Chapter 259 (Steep Slopes) and Chapter 283 (Trees) of the Town of Cortlandt Code. This application includes a Final Environmental Impact Statement (FEIS) prepared pursuant to Part 617 of the implementing regulations pertaining to Article 8 (State Environmental Quality Review Act (SEQRA)) of the New York State Environmental Conservation Law.

            The subject application (and the FEIS as submitted) is for a proposed conventional subdivision for a 26 lot major subdivision (25 building lots and 1 conservation parcel) and other related site improvements of a 35.9 acre parcel of property as shown on a 6 page set of drawings entitled “Subdivision Plan for Hanover Estates” prepared by Timothy L. Cronin III, P.E. latest revision dated March 17, 2015.  A Final Environmental Impact Statement, entitled "Hanover Estates” latest revision dated March 17, 2015, prepared by Cronin Engineering, P.E., P.C. has been completed and accepted by the Town of Cortlandt Planning Board as Lead Agency for the subject application which is a SEQRA Unlisted Action.
 
            As stated in the "Notice of Completion of a Final Environmental Impact Statement (FEIS)" dated May 5, 2015, the above mentioned FEIS has been completed and accepted by the Town of Cortlandt Planning Board as the Lead Agency for the proposed action.  Comments on the FEIS are requested and will be accepted in writing by the Planning Board until June 12, 2015 (unless extended by the Planning Board).
 
            Potential large impacts of the subject proposed action are as follows:  (1)  The proposed action may significantly impact existing air quality, ground and surface water quality and quantity, traffic and noise levels and generate a substantial increase in potential for erosion, flooding and drainage problems. (2) The proposed action will result in the removal and destruction of large quantities of vegetation and fauna and may substantially interfere with the habitat and movement of resident wildlife species. (3) The proposed action will result in the attracting of a large number of people to a place compared to the number of people who would come to such place absent the action. (4) The proposed action will result in a demand for additional community services such as school, police, fire, ambulance sanitation and an additional demand on the Town's water supply system and sanitary sewer systems. (5) The subject property is located within the emergency evacuation area for the Indian Point Nuclear Plants. (6) When considered with other development in the area, cumulative effects on the above mentioned items (1) - (5) may also be significant.
 
             The subject property of 35.9 acres is located on the east side of Croton Avenue, approximately 400 feet north of Furnace Dock Road and is designated on the Town of Cortlandt Tax Maps as Section 34.14, Block 2, Lot 28.
 
             Persons may review said FEIS, application and drawings at the Planning Office, Town Hall, 1 Heady Street, Cortlandt Manor, New York, between the hours of 8:30 A.M. and 4:00 P.M., Monday through Friday, except holidays. A limited number of copies of the FEIS are available on a loan basis. A fee will be charged to persons requesting their own copy of the FEIS. A copy of the FEIS is also available for review at the John C. Hart Memorial Library, 1130 Main Street,  Shrub Oak, NY  10588.  The FEIS will also be posted on the Town’s website www.townofcortlandt.com.
 
           SAID HEARING will be conducted in the Vincent F. Nyberg General Meeting Room at the Cortlandt Town Hall, 1 Heady Street, Cortlandt Manor, New York, on Tuesday evening, June 2, 2015 at 7:00 P.M. or as soon thereafter as possible at which time all interested persons will be heard.
 
            The Town Hall is handicapped accessible.
