Public Hearing - CROS, PROS Rezoning

PUBLIC HEARING NOTICE

            PLEASE TAKE  NOTICE that the PLANNING BOARD of the TOWN OF CORTLANDT will conduct a Public Hearing on the Cortlandt Town Board Resolution of Intent  to amend the text and the Zoning Map of the Town of Cortlandt Zoning Ordinance (Chapter 307) to provide for Conservation Recreation Open Space (CROS) Zoning Districts and to provide for additional Parks Recreation and Open Space (PROS) Zoning Districts.

            Said Public Hearing will be held on Wednesday, June 1, 2005 at 8:00 P.M., or as soon thereafter as possible, in the Vincent F. Nyberg General Meeting Room at Cortlandt Town Hall, 1 Heady Street, Cortlandt Manor, New York, to receive public comments and input, with respect to the proposed CROS and PROS amendments to the Town of Cortlandt Zoning Ordinance (Chapter 307) and Zoning Map as follows:

PROS intent and purposes. It is the intent and purpose of this section to create a zoning district which would establish a Parks, Recreation and Open Space (PROS) district to protect and enhance environmentally sensitive and unique parcels to preserve its scenic, recreation, natural and aesthetic qualities consistent with the 2004 Master Plan. 

PROS is being established to ensure the preservation of publicly owned lands including steep slopes, wetlands, flood-prone areas,  unique, natural or geographic formations, rare vegetation or habitats of endangered wildlife, lakes, ponds, significant recreational areas or resources, trails, bikeways, pedestrian routes and significant scenic routes, particularly ridge lines, water bodies and mountains.

Permitted Uses within the PROS Zone.  Permitted uses include pre-existing structures and other facilities which were in existence at the time of the adoption of this amendment to the Zoning Ordinance shall be considered conforming.  Permitted uses within a PROS zone are detailed in the Table of Permitted Uses in the Zoning Ordinance that is available for review in the Planning Office.

CROS is being established to ensure the preservation of privately owned lands and watershed protection lands including steep slopes, wetlands, flood-prone areas,  unique, natural or geographic formations, rare vegetation or habitats of endangered wildlife, lakes, ponds, significant recreational areas or resources, trails, bikeways, pedestrian routes and significant scenic routes, particularly ridge lines, water bodies and mountains.

CROS parcels may be subject to private conservation easements to protect and preserve environmentally sensitive land in a manner so as to preserve the natural and scenic qualities of open lands and creating connectivity with adjacent open space, when applicable.

Not all private/public conservation easements are intended to be a part of the CROS district.

Permitted Uses within the CROS Zone.  Permitted uses include pre-existing structures and other facilities which were in existence at the time of the adoption of this amendment to the Zoning Ordinance shall be considered conforming.  Permitted uses within a CROS zone are detailed in the Table of Permitted Uses in the Zoning Ordinance that is available for review in the Planning Office.

Anyone interested in addressing comments on the above to the Planning Board may do so by appearing in person at the above time and place or by submitting their written comments to the Cortlandt Planning Office by the close of business on June 1, 2005 at 4:00 P.M.
