Public Hearing - Watch Hill Plaza, Scope for a DEIS

PUBLIC HEARING NOTICE

            PLEASE TAKE NOTICE that the PLANNING BOARD of the TOWN OF CORTLANDT will conduct a Public Hearing to consider a Scope for a Draft Environmental Impact Statement (DEIS) to be prepared with respect to the application of V.S. Construction Corporation for Preliminary Subdivision Approval and Site Development Plan Approval and Steep Slope, Wetland and Tree Removal Permits for a proposed 70,000 square foot, 2 ½ story commercial building with a 169 space parking lot and a 5 lot conventional residential subdivision as shown on a drawing entitled “Proposed Site Plan” for Watch Hill Plaza prepared by Edmond A. Gemmola, R.A. dated December 29, 2006.

The subject application is submitted pursuant to Chapter 307, Article XII (Site Development Plan Approval), Chapter 265 (Subdivision of Land) and for permits pursuant to Chapter 179 (Wetlands), Chapter 259 (Steep Slopes), and Chapter 283 (Tree Removal) of the Town of Cortlandt Code. The subject property of 8.35 acres is located in two zoning districts; HC/9A, Highway Commercial/Multi Family (approximately 2.734 acres)  for a depth of 200 feet along Route 9A; and R-40, Single Family Residential (approximately 5.616 acres)and is located on the east side of New York and Albany Post Road  (Route 9A) at the intersection of Old Post Road (South) and on the south side of Watch Hill Road.  The subject property is designated on the Town of Cortlandt Tax Maps as Section 55.18, Block 1, Lots 5 and 10.

            The purpose of this Public Hearing is to take public comment concerning the content of the Draft Scope for a Draft Environmental Impact Statement that identifies the potential significant adverse impacts of the subject application to be studied in a DEIS as required by the New York State Environmental Quality Review Regulations (NYCRR Part 617).  The potential significant adverse impacts are also identified in a Positive Declaration adopted by the Planning Board for the subject application which pursuant to SEQR is classified as an Unlisted Action.

            Persons may review or obtain copies of the draft Scope for a DEIS at the Planning Office, Cortlandt Town Hall, 1 Heady Street, Cortlandt Manor, New York between the hours of 8:30 A.M. and 4:00 P.M., Monday through Friday, except holidays.  The draft Scope for a DEIS may also be reviewed on the Town of Cortlandt web site at townofcortlandt.com.

            SAID HEARING will be conducted in the Vincent F. Nyberg General Meeting Room at the Cortlandt Town Hall, 1 Heady Street, Cortlandt Manor, New York on Wednesday, April 11, 2007 at 8:00 P.M. or as soon thereafter as possible at which time all interested persons will be heard.  Written comments on the draft Scope be accepted by the Planning Board until April 21, 2007.
