April 25, 2020- A Message from Supervisor Linda Puglisi

Hello this is Linda Puglisi, Supervisor of the Town of Cortlandt. I want to once again take a few moments to check in with everyone and to tell you we are all in this together. We truly are going through this challenge together and we’ll come out of it stronger. It has been a difficult month and a half, but we’ve drawn strength from each other and knowing we’re not alone. Today I want to speak about our wonderful senior citizens in our community. Many of these seniors live alone and therefore have limited contact with family or friends, especially during this trying time as we socially distance. Could you be so kind to call seniors in your neighborhood that you know just say hello and ask them how they are doing? I know they’ll be very appreciative, that kind gesture will mean so much. Our Senior Center staff also has reached out to the members of our senior clubs. I know personally when my two grandsons and my children are on Zoom with me and we have great talks, those moments mean so much to me. I’m sure you all have similar experiences with family and friends but not everyone is so fortunate, so please reach out to others. Cortlandt is a family and as always we thank those taking care of us on the front lines: hospital workers, emergency service providers and so many others to thank. We will never forget their dedication and courage. Please go to our website and Facebook for important information. As always I say I love Cortlandt and all of you, stay safe and thank you.

The Westchester County Department of Community Mental Health (DCMH), together with its partner agencies, is offering guidance and support to Westchester County’s residents as they cope with the impact of the Coronavirus (COVID-19).  It is projected that the health crisis precipitated by COVID-19 could have a lasting impact on the mental health of the citizens of Westchester. People may experience stress, fear, grief, depression and anxiety. DCMH has implemented educational and supportive services through various forms of communication, including a dedicated telephone resource line, social media, taped video recordings, chat lines, printed materials and linkage to counseling.

“It is important that we practice emotional wellness and take care of our mental health during such stressful times,” said Westchester County Executive George Latimer. “Through the efforts of Community Mental Health and our partners we are offering many different resources and services to support our residents,” he added.

DCMH will partner with different organizations and private clinicians to provide the following supports:
An example of such support is “Parenting Through the Storm: One Breath at a Time.”  In the blink of an eye, parenting has become much more complicated and confusing.  Westchester Jewish Community Services is offering free weekly live streamed parenting groups, led by WJCS professionals in partnership with the Department of Community Mental Health.  The groups will be offered each Wednesday, starting April 1st, at 11 a.m. to explore various topics and challenges relating to how to cope with the “here and now.”  To join the live streamed parenting group on Wednesday April 1st, please click on this link: https://zoom.us/j/830644997. The meeting ID is: 830 644 997.  Videos of the parenting groups will be made available for those who cannot attend during the lives sessions.

“In these challenging times we must support each other. While we may not be able to come together in the traditional way, WJCS is proud to join with Westchester County Executive George Latimer in bringing us together virtually to helping parents navigate the unique challenges we face today," said WJCS CEO Seth Diamond. "I want to thank the County Executive for his leadership.  WJCS looks forward to presenting these sessions to the
Westchester community.”

Michael Orth, Commissioner Department of Community Mental Health added, “We appreciate the overwhelming support from our organizations, non-profit agencies, and private clinicians during this time of need. We encourage our residents to check out the Westchester County website or call us directly (914) 995-1900/text (914) 461-7281 for a list of resources, services and referrals.”

Logo

I write to update you on the novel coronavirus (COVID-19).

During this pandemic, I cannot implore you enough to social distance — which means limiting all in-person social interactions as much as possible. Experts agree that staying apart is critical if we want to reduce the strain on our health care system and slow the spread of this virus to save lives.

To that end, I have taken a number of actions:

We do not take these decisions lightly — they are necessary because of the unprecedented public health crisis we find ourselves in.

How dangerous is this virus?

Eighty percent of people who contract COVID-19 self-resolve — and may not even have symptoms.

The virus presents a larger risk to the elderly, the immune-compromised and those with underlying health conditions. We are laser focused on protecting these at-risk populations.

Remember: Even if you have no symptoms, you can still spread Coronavirus. Be a good neighbor and take precautions even if you are young and healthy. Those around you may be at greater risk.

What should you do?

All New Yorkers can take simple steps to prevent the spread of this virus:

New Yorkers should also follow our recommendations for social distancing:

March 9, 2020- Department of Health Message from Commissioner Zucker

March 5, 2020

My Fellow New York Leaders:

I know you are concerned about novel coronavirus (COVID-19) and the risk this poses to you, your family and your community.

As your State Health Commissioner and a longtime practicing physician, I want to assure you that the risk from this virus to New Yorkers remains low. You likely heard in the media, New York identified the first local cases of COVID-19 on March 1st. Despite this, the risk for contracting the virus is still low in New York State. People most at risk are those who have traveled internationally in the past 14 days or have been in close contact with an international traveler in the same time frame.

The State Health Department is working across the state, with counties, cities, towns, and more, to ensure plans are in place to minimize the spread of the virus. However, it is important to note that spread in the community is expected, but we can be successful by taking small steps to help contain it.
Cold and flu viruses are much more prevalent in New York right now. Your community members are far more likely to contract one of these viruses than COVID-19. You already know the steps to take to stop the spread of all of these viruses. Please remember to advise your residents to:

As I’m sure you’ve also heard, many people are asking what they can do to prepare if the virus becomes prevalent in our state.
One thing to do is to remind your residents to gather and update home preparedness kits. This kit would ideally contain a thermometer, decongestants, anti-inflammatory drugs and acetaminophen for fevers.
I also urge all of you to work with the State Health Department to ensure that all New Yorkers act on COVID-19 information only from reliable sources.

The Department of Health has fielded numerous calls from individuals inquiring about the use of face masks. CDC does not recommend the use of face masks or N95 respirators among the general public. We need to preserve the use of masks and other personal protective equipment for health care workers and individuals who may be ill.

Take the important steps included above and stay home when you feel ill, avoid contact people who are ill, avoid touching your eyes, nose or mouth with unwashed hands, and wash your hands often with soap and water.

I know that medical disinformation and hateful, hurtful rumors are circulating on the internet. New Yorkers can access accurate, reliable and up-to-date information on the Department of Health's website: www.health.ny.gov/coronavirus. New Yorkers can also call the Department of Health’s hotline at 1-888-364-3065. I’d ask that you share this point of information on any of your government websites, social media sites and email lists. Your communities can also find reliable information and updates about the virus on the website and social media platforms of the U.S. Centers for Disease Control and Prevention: www.cdc.gov/COVID19.

In New York State, we stick together when we face a challenge and work together.

Sincerely,
Howard A. Zucker, M.D., J.D. Commissioner of Health

March 9, 2020- Message/Update from Supervisor Linda Puglisi on the Corona Virus

New York State Governor Andrew Cuomo has declared a New York State of emergency due to the increased number of corona virus patients of which 82 are from Westchester County primarily in the New Rochelle area.

It is now called a pandemic according to various reports and the Town of Cortlandt is remaining vigilant to do everything possible to address this serious situation:

  1. Most public town facilities have been thoroughly cleaned and sanitized including the town hall. The others will have the same intense cleaning this week and next weekend.
  2. All employees are required to not come to work if exhibiting any cold, flu, or virus symptoms and to contact their physicians if symptoms continue.
  3. The Governor in a Sunday press conference also recommended that large gatherings be cancelled for precautionary measures. Therefore, we have cancelled our town Senior Clubs and all of their activities, except for nutrition and meals on wheels services until further notice. Also, our large sports award dinners have been cancelled this week once again for precaution. All of our youth athletes will receive their trophies.
  4. All reports from the State, County, etc. regarding this serious virus will be posted on our website. Please read these links for important information.
  5. I am on all conference calls with the County Executive and County Health Department regarding the corona virus and receive important information from them. I also have the capability of asking questions, which I do.
  6. I will continue to give updates and please abide by the guidelines issued by the County Health Department and the CDC in order to protect you and your families.

Thank you,

Supervisor Linda Puglisi

March 9, 2020- Number Of COVID-19 Positive In Westchester Hits 82Gov. Andrew Cuomo announced the new numbers in a news conference at Northwell Health Imaging at the Center for Advanced Medicine in North New Hyde Park late Sunday morning, March 8.

Sixteen additional cases of the novel coronavirus have been confirmed in New York State, with residents testing COVID-19 positive for the first time in Suffolk and Ulster counties.

The number of total cases in the state is now 105, with 82 in Westchester, accounting for 78 percent of those testing positive in the state.

Gov. Andrew Cuomo announced the new numbers in a news conference at Northwell Health Imaging at the Center for Advanced Medicine in North New Hyde Park late Sunday morning, March 8.

At the end of the day Saturday, there were 89 cases in the state, with 70 in Westchester.

The latest, most up-to-date geographic breakdown is as follows:

Cuomo named there are steps all New Yorkers can take to prevent the spread of coronavirus:

He said private sector companies can help by:

"We are working to do more testing as quickly as possible to find the people who are infected and help contain the spread of the virus," Cuomo said. "There are going to be more cases because we are testing more people - that's a good thing because then we can deal with the situation based on more facts.

"We know about 80 percent of those infected will self-resolve. The best way to calm anxieties is to demonstrate absolute government competence, and that's exactly what we're doing."

Cuomo announced on Saturday that he declared a state of emergency to help New York more quickly and effectively contain the spread of the virus.

The state of emergency declaration allows, among other things:

Additionally, Cuomo directed the state's Department of State's Consumer Protection Division to launch an investigation into reports of unfair price increases of consumer products such as household cleaning supplies and hand sanitizer and launched a toll-free hotline - 1-800-697-1220 - for New Yorkers to report suspected price gouging.

The Division of Consumer Protection has also created an online consumer complaint form, where New Yorkers can report suspected price gouging or concerns about improper delivery of quantity. Consumers who wish to file a complaint can visit dos.ny.gov/consumerprotection .

All credible complaints will be referred to the New York State Attorney General's office.

At a briefing on Friday, Cuomo announced travel insurance companies and travel agents will offer New York residents and businesses the ability to purchase coverage when making travel plans that would allow them to cancel a trip for any reason, including for reasons related to COVID-19.

March 6, 2020- Coronavirus Information

Background:
In December 2019, a new respiratory disease called Coronavirus Disease 2019 (COVID-19) was first detected in China and now spread more globally. COVID-19 is caused by a virus (SARS-CoV-2) that is part of a large family of viruses called coronaviruses. Selected travelers and individuals with potential exposure to confirmed COVID-19 cases will be placed under movement restrictions for as long as 14-days. Because facility staff may not be aware which individuals under movement restrictions are asymptomatic or symptomatic, cleaning of areas occupied by an individual under movement restriction should only proceed after consultation with the local health department (LHD).

Cleaning of Areas Where Asymptomatic Individuals are Staying:
If an individual under movement restriction is determined not to have symptoms of COVID-19 such as fever, cough or trouble breathing (asymptomatic), the LHD should advise the facility to immediately proceed with routine cleaning of the area within a few hours of the LHD verifying the individual is asymptomatic. No special cleaning procedures or additional personal protective equipment beyond what would normally be used during routine cleaning is required.

If it is not feasible for the facility to coordinate the timing of cleaning with the LHD verifying the individual is asymptomatic, the individual should be provided with basic cleaning supplies until the LHD determines facility staff may enter the room for routine cleaning. The individual should also be provided EPA- and DEC*- registered common household disinfectant products labeled to be effective against rhinovirus and/or human coronavirus for use as needed.

If an asymptomatic individual is released at the end of the movement restriction period, routine cleaning should be completed by the facility staff. No special cleaning procedures are required.

If room access by facility staff for a prolonged time is required during the period of movement restriction, such as for maintenance, arrangements should be made for the individual to be transferred to a separate room under the guidance of the LHD to ensure the individual is asymptomatic before and during this transfer period.

Cleaning and Disinfection of Areas Where Symptomatic Individuals are Staying:
If an individual develops symptoms during the movement restriction period, cleaning and disinfection should be completed after they leave the area. Facilities should collaborate closely with the LHD to determine when an area may be entered by facility staff for cleaning and disinfection. If feasible, the area may be left with the door closed after the individual is transferred, and entry should be prohibited while the individual’s symptoms are being investigated and/or laboratory confirmation is pending. Determining if an individual has COVID-19 may take several days. In this situation, if the individual is determined not to have COVID-19, the LHD will instruct the facility that routine cleaning should be performed. If the individual was determined to have COVID-19, the LHD should instruct the facility to proceed with cleaning and disinfection per recommendations below.

Once a symptomatic individual, who is confirmed to have COVID-19, has left the isolation area for at least 4 hours, the LHD may instruct the facility to proceed with cleaning and disinfection of the areas where the patient was present while symptomatic. Cleaning removes germs, dirt and impurities from surfaces or objects, while disinfecting kills germs on surfaces or objects.

If an individual has laboratory confirmation of COVID-19 and returns to the isolation area until their complete recovery, they should be provided with basic cleaning supplies to perform routine cleaning of the area as needed while they are symptomatic. They should also be provided EPA- and DEC* registered common household disinfectant products labeled to be effective against rhinovirus and/or human coronavirus for use as needed. Once the individual recovers and is released from the area by the LHD, the LHD will instruct the facility to proceed with cleaning and disinfection of the areas per above guidance.

Town of Cortlandt

March 5, 2020- Mesage from the Town of Cortlandt

The Town of Cortlandt was notified that an individual who is now under self-quarantine had recently appeared in the Town’s Justice Court. This individual has not been diagnosed with the Coronavirus (COVID-19).

Out of an abundance of caution, the Town of Cortlandt took proactive measures and fully sanitized its Court Room and Town Hall on March 4th. This thorough cleaning was previously scheduled for Saturday, March 7th but was moved to March 4th.

Due to this thorough cleaning, the Town believed it to be in the best interests of all involved to cancel Court for March 5th and close court offices on March 4th. The Court will also be closed on March 6th and March 9th due to previously scheduled construction and refurbishment of the Justice Court’s office.

Besides the Justice Court, all offices in the Town Hall are open and fully functional.  For information related to Coronavirus contact 211. Any further questions can be directed to the Westchester County Department of Health.

Linda D. Puglisi, Town Supervisor

March 5, 2020- Message from Supervisor Linda Puglisi

RE:  Update on preparedness of Coronavirus

As part of the Town’s preparedness for the Coronavirus situation, I have reached out to the New York Presbyterian Hospital, which is located in the Town of Cortlandt.  They sent me the following report and we are very appreciative for their cooperation and for the excellent services they provide our community.

"NewYork-Presbyterian has been planning and preparing and are following rigorous, CDC-recommended isolation procedures for the health and safety of all of our patients, employees, medical staff, and visitors. We continue to work closely with the New York State Department of Health, New York City Department of Health and Mental Hygiene, Westchester County and other local and federal health officials to utilize best practices for the screening, testing, and treatment of this virus.”

March 3, 2020- Message from Supervisor Puglisi Regarding the Coronavirus

As you know, there has been a man from New Rochelle who has tested positive for the coronavirus. He is currently in a NYC hospital. So the virus is now in our County. Today I was on a Westchester County conference call for all County Supervisors and Mayors to get an updated report.

In the Town of Cortlandt government we are having an intense and thorough cleaning of our town hall and other town facilities (Senior Center, Youth Center etc.) over the next two weekends.  We ask anyone who is sick even with a common cold to please refrain from coming into our buildings. Our offices, of course, will address all of your issues and needs.  We thank you for your cooperation.

At this time, all town programs, events and meetings are proceeding.  If this changes you will be notified through our website, Facebook and Instagram, as well as notices to the public media. Please read all links we post from the County’s Health Department and I recommend you go to the Centers for Disease Control and Prevention website for more information.

We will continue to provide you with additional information as it becomes available.

Thank you,

Supervisor Linda D. Puglisi

March 3, 2020- Update on Coronavirus from Gov. Andrew Cuomo

As you may have heard, last night we learned of the first confirmed case of novel coronavirus — or COVID-19 — in New York State.

The patient is a woman in her late thirties who was traveling abroad in Iran, where there is an outbreak of the virus. Her condition is mild, and she is currently isolated in her home in Manhattan.

From the beginning, we have believed it was not a question of if New York would have a coronavirus case, but when. That's why New York State has been preparing for weeks, and we are diligently managing the situation.

It's important that we don't allow fear and panic to outpace reason.

Learn more about New York State's response to coronavirus.

Last night's positive test was confirmed by the State's Wadsworth Lab in Albany, underscoring the importance of the ability for our state to ensure efficient and rapid turnaround on testing.

New York State will immediately begin working with hospitals to help them replicate the State's FDA-approved test and reach our goal of 1,000 tests per day. Additionally, we will institute new cleaning protocols at schools and in public transportation.

Perspective is key here. This isn't our first rodeo — we have dealt with the swine flu, Ebola, SARS and the seasonal flu. We are fully coordinated, we are fully mobilized and we are fully prepared to deal with this situation as it develops.

What can you do?

If you have symptoms and have recently traveled to China, Iran, or at-risk areas in Italy and South Korea, or if you have been in close contact with someone who has, you should seek medical care right away. Call ahead and explain your symptoms and travel.

Symptoms of the novel coronavirus are similar to the flu, and include coughing, fever and trouble breathing.

Prevention: There are simple steps we can all take to stop the spread of COVID-19 and other respiratory viruses.

New Yorkers can call the Department of Health's coronavirus hotline at 1-888-364-3065 with any concerns about symptoms or travel. In addition, visit the Department of Health's dedicated website for more resources and updates about COVID-19.

We expect there to be more positive cases, but rest assured that New York State is taking all necessary actions to contain the potential spread of this virus.

Ever Upward,

Governor Andrew M. Cuomo
